Ooty vs Kodaikanal: Which Hill Station Should You Pick?
Tamil Nadu's two big hill stations, compared honestly: what each costs, how you get there, the e-pass and plastic rules that catch people out, and the quieter base that makes either one better.

The verdict
Pick Ooty, but stay in Coonoor, if you want the Nilgiri Mountain Railway, tea estates and the most to do with family. Pick Kodaikanal, and stay in Vattakanal, for forest walks, a quieter lake town and a slightly cheaper trip. Weekend cost by overnight bus: about ₹6,000 for Ooty vs ₹5,800 for Kodaikanal per person.
These are the two most visited hill stations in Tamil Nadu, and on a long weekend both are crowded. The trick for either is the same: don't stay in the main town. In the Nilgiris, sleep in Coonoor. In the Palani Hills, sleep in Vattakanal. Then the comparison becomes a real choice: a railway and tea country, or forest and lakes.
Costs come from Trip Under's Ooty & Coonoor and Kodaikanal pages and our cost model. The rules come from official district pages where we could find them, and news reports where we could not, labelled as such. Checked 10 October 2026.

Who should pick which
Rules to know before you go
- Vehicle e-pass: since a 2024 Madras High Court order, vehicles entering the Nilgiris and Kodaikanal need a Tamil Nadu e-pass from epass.tnega.org. In 2025 there were daily caps (Nilgiris 6,000 vehicles on weekdays and 8,000 at weekends; Kodaikanal 4,000 and 6,000). A May 2026 report says the Nilgiris e-pass is still mandatory with no cap. We found no 2026 notice for Kodaikanal. Public buses and their passengers were exempt in 2025 reports.
- Plastic: the Nilgiris district bans 19 single-use plastic items, plus 1–4 litre water cans and soft-drink bottles, with checks at nine checkposts (official district page). An April 2025 Madras High Court order bans 28 plastic items, including PET water bottles, across the Western Ghats hill stations, with reported fines of ₹500, then ₹1,000. Carry a steel bottle; the Nilgiris has water ATMs.
- Kodaikanal forest spots (Pillar Rocks, Guna Caves, Pine Forest, Moir Point) were made free until 31 May 2026 by the Dindigul Collector. We could not confirm the fee since. Guna Caves is viewed from outside only.
- Berijam Lake has a daily permit cap, issued that morning at the forest office in Kodaikanal, according to Trip Under's notes.
Ooty: the toy train, and why you should sleep in Coonoor

The Nilgiri Mountain Railway is the reason to choose Ooty. The morning train (56136) is listed leaving Mettupalayam at 07:10 and reaching Ooty around noon. Second-class fares rose by about 5% from 21 February 2026, to ₹200 for Mettupalayam to Coonoor and ₹160 for Coonoor to Ooty (news report). We could not confirm first-class fares. Book on IRCTC; the seats from Mettupalayam go fast.
If the Mettupalayam seats are gone, Trip Under's tip is to take the bus to Coonoor and ride only the Coonoor to Ooty stretch. Then stay in Coonoor: cooler, quieter, cheaper, and on the railway line.
| Activity | Cost | Time |
|---|---|---|
| Ride the Nilgiri Mountain Railway | ₹600 | 5 h up |
| Doddabetta Peak | ₹50 | 2 h |
| Coonoor: Sim's Park, Lamb's Rock & Dolphin's Nose | ₹800 | Half day |
| Avalanche Lake | ₹500 | Half day |
| Botanical Garden & Rose Garden | ₹100 | 2 h |
| Pykara falls & lake | ₹300 | Half day |
Kodaikanal: walks, a lake, and Vattakanal

Kodaikanal is the better walking town. The lake, Coaker's Walk, Bryant Park and the bazaar are within two kilometres, and Vattakanal, a short way below, is where the walks to Dolphin's Nose begin. Coaker's Walk at dawn is empty; by ten it is a queue.
| Activity | Cost | Time |
|---|---|---|
| Cycle the lake | ₹200 | 1 h 30 m |
| Dolphin's Nose & Echo Point walk | Free | 3 h |
| Coaker's Walk | ₹30 | 1 h |
| Pillar Rocks & Guna Cave | ₹100 | 2 h |
| Berijam Lake | ₹400 | Half day |
| Poombarai and Mannavanur | ₹500 | Full day |

Trip Under's season scores for Kodaikanal.
October to March suits both. April to June is the Tamil Nadu summer rush, when both towns and the e-pass caps are busiest. In heavy monsoon the Kodaikanal ghat road can close for landslips, sometimes for days.
Can you do both?
They are on different hill ranges, about 250 km apart by road via Coimbatore and Palani. It works as a five or six-day loop: Mettupalayam and the toy train to Coonoor and Ooty, down to Coimbatore, then via Palani, which has one of Murugan's six abodes, up to Kodaikanal, and out via Madurai.

Do I need an e-pass for Ooty and Kodaikanal?
For private vehicles, yes. The e-pass system started under a 2024 Madras High Court order, and a May 2026 report says it is still mandatory for the Nilgiris. We found no 2026 notice for Kodaikanal. Apply at epass.tnega.org. Bus passengers were exempt in 2025 reports.
